Najib: RM400m aid for stage bus companies

PUTRAJAYA, Dec 19 — The government will dole out RM400 million in aid to keep financially-distressed stage bus operators in operation, Bernama Online reported today.

The fund was announced today by Prime Minister Datuk Seri Najib Razak, who also revealed it would be overseen by the Land Public Transport Commission (SPAD).

“The fund is an interim measure which is hoped to be able to continue the services of stage buses for the benefit of the people affected,” Najib was quoted as saying in the report.

RM100 million from the fund will be paid out early in 2012, with firms in Selangor expected to be the first beneficiaries, followed by those in Negri Sembilan and Pahang.

Aside from the RM400 million fund, Najib further announced that SPAD was studying long-term solutions to the issues facing the stage bus operators.

Yet, how many Malayan patriots have given their lives in these two campaigns? Have they ever been honoured by the country they defended?

They were honoured by the Allies for their valour during the anti-Japanese resistance after the Second World War in London. Have our historians exposed those who collaborated with the Japanese fascists during the Second World War - the “quislings who sold out the patriot game”?

At least one man, Chin Peng can claim that he achieved this and today he merely wants the opportunity to visit his homeland that he defended against British colonialism and Japanese fascism but he is unable to do this!

OCT 11 – The delegates have spoken. No matter how both sides are going to spin the results, there is no denying the following:

1) The central delegates want both Ong and Chua out of leadership positions in MCA.

2) They have lost confidence in both leaders.

3) They want fresh presidential elections to elect new leaders.

If MCA does not hold fresh party elections and Ong hangs on as president, or one of the vice-presidents takes over as president, there is little doubt that MCA’s slogan of reform will be seen as empty rhetoric to the public.

Indeed one could argue that Ong’s refusal to resign on the spot suggests that MCA is no better than any third world political parties. There is nothing ambiguous about the vote, the delegates do not want Ong.

You can use all sorts of legal arguments on why you do not have to resign but the public will not be fooled by legalspeak.

The same goes for Chua, the delegates do not want him as their deputy president or president.

Malaysia, truly Asia! Land of a Thousand Smiles! Perhaps two often heard phrases about Malaysia on the airwaves and television. By nature Malaysians are rather polite until they get behind the wheel. The regular citizen then mysteriously changes into an ugly, disgusting moron.

Jumping queue, spitting, tail-gating, lane-hogging, using the cellular while lane-hogging and the list is endless. You wonder why? I shall leave the professional answer to the professors of out institutes of higher learning but generally I'd say the lack of enforcement is the main reason. Yes, yes there is the annual Ops Sikap during festivals but what good is that if you do not enforce the law throughout!

Some say that road etiquette must be indoctrinated from a tender age but I say it is not going to make much difference. Humans by nature are conniving so the average person will eventually break the law if they know they will escape punishment almost every time.

It is sad that the leaders failed to bring the people into the civilised world while they were engrossed with foolishly creating civilised icons like the Petronas Tin Towers, Formula One racing circuit and many more.

Harun Mohd Salleh of Kubang Buaya here, was in the 31-year-old transvestite's room in Jalan Sultan Ismail about 5.40pm when he died.The transvestite claimed Harun was caressing him when he had the heart attack.

Abdul Kudus Gets Jail And Fine For Corruption

KUALA LUMPUR, June 30 (Bernama) -- Former Ampang Jaya Municipal Council enforcement director Capt (R) Abdul Kudus Ahmad was sentenced to 11 years 10 months jail and RM370,000 fine by the Ampang Sessions Court here today on 24 counts of corruptly soliciting and accepting bribes totalling RM59,000.

Judge Noradidah Ahmad found him guilty after ruling that the defence had failed to cast a reasonable doubt on the prosecution's case.The trial stretched nearly six years, starting on Aug 9, 2003, and involved 12 prosecution and 12 defence witnesses including former deputy Housing and Local Government minister Datuk M.Kayveas.

Kudus, 46, was sentenced to five months in jail on two counts each and six months for each of the rest but the jail terms run consecutively.

His lawyer had the cheek to say his client was a small fry and there are bigger fish involving bigger sums but they escaped punishments. Kudus is a small fry and not a shark. It is unfair if sharks got off. Well I'd say one scumbag at a time!

KUALA LUMPUR: Malaysia on Friday confirmed its first case of the A(H1N1) flu in a 21-year-old student who returned from the United States on Wednesday morning.

All the 192 passengers on the Malaysia Airlines flight MH091 from Newark on Wednesday are urged to contact the Health Ministry by calling 03-88810200 or 03-88810300

Health Minister Datuk Seri Liow Tiong Lai said the case made Malaysia the 36th country to be affected by the virus.

“Malaysia is now on high alert,” said Liow, who is in London now, enroute to Geneva, for a World Health Organisation meeting. He added he would return earlier than his scheduled return next Friday.

Meanwhile, A statement by the Health Ministry's director-general, Dr. Ismail Merican, said the young man was hospitalised on Thursday for fever, sore throat and body aches.

Tests confirmed that he was infected with the A(H1N1) virus, the statement said. He is receiving anti-viral treatment and was in stable condition, it said. more at The Star

Heavier penalty mulled for snatch thieves, mat rempit

JOHOR BARU: The police and the Road Transport department (JPJ) are reviewing existing laws to enable a heavier punishment for snatch thieves and ‘mat rempit’, says Transport Minister Datuk Seri Ong Tee Keat.

He said the move between the two parties was still ongoing but he hoped that a decision would be reached as soon as possible given the current situation.

“At this time, it is unfair for me to say what form of punishment is suitable for them as I don’t want to ‘jump the gun’.

“Both parties are proactive in working together to come up with the best solution,” he told pressmen after attending the state-level MCA 60th anniversary here Sunday.

Ong said that both government agencies were also working together in streamlining their enforcement jurisdiction on snatch thieves and ‘mat rempit’ to avoid any overlap.

When asked whether a motorcycle box should be made compulsory so that riders could keep their bag in it to prevent snatch thefts, Ong said the situation has not reached that extent.

“Suggestions such as that need the consideration and input from JPJ, police as well as members of the public,” he said.

Last week, Jamilah Selamat, 31, who was two months pregnant and four-month pregnant Saripah Mohd Nor, 33 were killed in two separate incidents when their bags were snatched while they were on motorcycles.

Jamilah died of severe head injuries when her head hit a pavement after falling off the motorcycle and Saripah was knocked down by a car after falling off her motorcycle.

Earlier, Ong, who is MCA president, attended the graduation ceremony for Southern College here.

He urged the college to be more proactive in exploring new frontiers to enable the students to be more career-ready.

PETALING JAYA: Seven Mat Rempit assaulted and robbed three foreigners near Damansara Specialist Hospital on Thursday.

Indonesian students Faradilla Dwitya and Clarine Rolanda Wong were walking back to their home nearby with their French friend Ronan Gilles le Fur, when the Mat Rempit surrounded them at 6.15pm.

One of them brandished a knife at Faradilla and tugged at her handbag, but the plucky 19-year-old refused to let go.

Faradilla was then assaulted, and when Clarine and Ronan tried to help, they too were beaten up. The Mat Rempit then robbed them of their personal belongings, including wallets and mobile phones.

They later lodged a report at the Taman Tun Dr Ismail police station.

KUALA LUMPUR: Mat Rempit showed their ruthlessness when they pounced on their victims and bashed one up in two separate incidents within 24 hours.

In the first incident that happened at Taman Tun Dr Ismail, Damansara Utama at 6.20am on Thursday, a 51-year-old housewife was walking her 16-year-old son to the bus stop to wait for the schoolbus when they were approached by at least 40 Mat Rempit on 20 motorcycles.

They surrounded the terrified mother and son before pushing the boy away and grabbing her gold bracelet worth around RM1,000. Fortunately both did not suffer injuries.

The victim in the second case was not so lucky as he was bashed up with helmets and sticks before being relieved of his wallet and two mobile phones.

The 27-year-old man was re-turning home to Sentul after work at 4.30am yesterday and had stopped in front of the National Museum near Jalan Travers to make a phone call.

He was reported to have noticed at least 15 motorcycles speeding past him and did a U-turn upon seeing him.

The Mat Rempit members beat him up with sticks and helmets before robbing him. The victim suffered bruises to his face and back.

Six people are dead as yet another express bus crash in the early morning (5.30am) of Monday near Rawang on the North-South Expressway. Investigations revealed that the driver, Fauzi Mohammed had received eight previous summonses for speeding, while his co-driver Zulkhibri Md Saad, 35, who was decapitated in the crash, had six summonses and five arrest warrants pending for the same offence.

So our cops allow maniacs to endanger the lives of a bus-load of people plus other road users. And the bus companies must really value these speed demons as time is money! I think the "blame game" starts now with JPJ (Road Transport Dept.), Polis, bus owner, etc all blaming each other and after a week or two all will be forgotten. I guess it is very difficult to enforce the law in Malaysia.

I was switching tv channels last night anxiously awaiting the results of the three by-elections at Bukit Gantang, Bukit Selambau and Batang Ai. Astro's channel 501 had a panel of "experts" crapping all the time about, CRAP mostly. So I decided to stick to TV1 as there were just two guys on screen.

BN retained Batang Ai which I think was not a surprise given the state of mind of the interior folks. But the prized gems were the two "bukits" especially after the recent disgusting manner in which BN wrested (or stole) the Perak state from Pakatan Rakyat. As it panned out, Datuk Seri Mohammad Nizar saw off BN with 21,860 votes to beat BN's 19,071.

In Bukit Selambau, PKR’s S. Manikumar received 12,632 votes, BN’s Datuk S. Ganesan 10,229 and the 13 independents (nutjobs) garnered 1,326 votes in all.

So there you have it. The people have spoken and Badawi or Najib makes no difference. As they say, more of the same shit! Enjoy Perak while you can coz it ain't over. Wait for the next General Election and this tsunami will wipe BN OUT!!!

KUALA LUMPUR: Thirteen Internal Security Act (ISA) detainees were freed on Sunday morning in one of new prime minister Datuk Seri Najib's first action.

Among those released (with conditions) were Hindraf leaders R. Kengadharan and V. Ganabatirau who were held under the ISA in late 2007. Others include seven members of Darul Islam Sabah, one from Jemaah Islamiyah and three foreigners who detained for alleged documents forgery.

Opposition members believe the gesture is merely an election ploy to help BN improve its chances in the Bukit Gantang and Bukit Selambau by-elections on Tuesday.

Of course it is BN's ploy and I have a feeling the PM was itching to do this asap. It further makes Badawi (previous PM) look bad, as if he could look any worse! PM has nothing to lose. After all the ISA "revolving door" is always open and one wrong move and freedom is gone.

KUALA LUMPUR (March 3, 2009) : A second post-mortem conducted on A. Kugan who died in police custody revealed 45 injury marks on his body believed to have been caused by beating repeatedly with a blunt object, according to the family lawyer N. Surendran.

Surendran said he received the results of the post-mortem, issued by the Universiti Malaya Medical Centre (UMMC), at 5pm yesterday. The post-mortem team was headed by Dr Prashant N. Samberkar.

"Extensive haemorrhaging was present within the fatty tissues and the muscles of the upper trunk, lower trunk, both upper limbs and both lower limbs. The findings are consistent with injuries on the external surface," Surendran told a news conference here today.

"Rhabdomyolysis is the rapid breakdown of skeletal muscle tissue due to muscle damage. The muscle damage may be caused by physical, e.g. crush injury, chemical or biological factors," he said.

Surendran said Kugan's death was the result of injuries to muscle tissues besides other injuries, including to the heart, kidneys, stomach, neck, backbone and legs.

The talk centred on a man who had knelt down in front of a parking spot on Tuesday to beg forgiveness from his wife.

Admitting he had cheated on her during their five-year marriage, 30-year-old Kelvin Ng from Ampang made a bunting to profess his love for her, showering her with promises of a better life ahead.

“I know I have wronged her many times in the past, but I just want to be a better husband and father to my family.”

His misdeeds included criticising his wife’s looks in front of his friends, and not being there for her when she was giving birth to their children.

The couple has a son and a daughter, aged three and one, respectively.

Ng’s story appeared in yesterday’s edition of the Sin Chew Daily. Those who had seen Ng were divided into two groups. While one group was sympathetic and tried to help him by calling his wife to try and get her to forgive him, the other felt that he had it coming.

When Sin Chew Daily contacted Ng’s wife, she said she was determined to divorce him.

Cops recover a semi-automatic Smith & Wesson 9mm with seven rounds of ammunition and a .38 revolver with five bullets were recovered from the bodies. Do the maths! Two handguns, six men and four women in house. Cops barged into house and I suppose one or two of the suspects fired several shots at cops. Cops return fire and kills ALL six of them. Were three men sharing a gun each? Or it is standard procedure to shoot every male whether they are armed or not. Hell, they could be wearing explosive vests under their shirts you know! No mention of how many shots were fired by cops but I'd say plenty.

Unless a thorough forensic examination is done by an acceptable third party we may never know the truth. Just as in the Kugan case , people have doubts about the integrity of such autopsy reports.

KUALA LUMPUR - A GLOBAL human rights group urged UN member countries on Tuesday to rebuke Malaysia for allegedly imprisoning dissidents and mistreating migrants.

Human Rights Watch said in a statement the UN's Human Rights Council should take a 'long, hard look' at Malaysia's rights record at its review in Geneva on Wednesday. It will be Malaysia's first review by the council, which evaluates member countries every four years.

'Countries should call Malaysia to account for failing to address abuses against migrants and refugees and for its continuing use of preventative detention,' the group's deputy Asia director, Elaine Pearson, said.

The group said UN members should challenge Malaysia to repeal the decades-old Internal Security Act, which allows the government to indefinitely detain those deemed a threat to national security without trial.

More than 45 people - most of them terror suspects but also five ethnic Indian activists - are still held under the act. Last year, an opposition lawmaker, a blogger and a journalist were also briefly detained under the law.

The government insists the act is necessary to maintain stability.

New York-based Human Rights Watch also said Malaysia fails to protect migrant laborers, who make up more than 2 million of the country's 11 million-strong work force, from physical abuse, unpaid wages and long working hours.

(Bernama) -- Nine men were detained after over 2,000 Pakatan Rakyat (PR) supporters turned violent and clashed with police near Iskandariah Palace here Friday.

The supporters became violent when police stopped them from moving towards the palace where Datuk Dr Zambry Abdul Kadir was being sworn-in as new Menteri Besar before the Sultan of Perak.

Perak police chief Datuk Zulkifli Abdullah said the nine detained aged 22-55 include an Indonesian national.

"They are detained for rioting using weapons and can be jailed a maximum five years upon conviction," he told a press conference at Kuala Kangsar police headquarters here.

Kidnap victim found killed

PORT DICKSON: A 20-year-old student, kidnapped from his home in Bukit Rimau on Jan 25, was found brutally murdered at an oil palm plantation in Sua Betong along the Port Dickson-Pasir Panjang road near here yesterday.

Plantation workers stumbled on the gruesome find at around 7am as they were about to start work.

State police chief SAC I Datuk Osman Salleh said the victim’s remains were identified by his father at the hospital mortuary in the afternoon.

“The victim’s neck was almost severed and he also had slash wounds on his face and shoulder.

“We had difficulties identifying him earlier as he did not have any documents on him,” he said.

The victim was a student at a private college near his home.

SAC Osman said Selangor police had earlier identified a suspect involved in the kidnapping.

“I was told that the suspect was related to the victim,” he said, adding that police had yet to establish if the suspect was also involved in the victim’s death.

The victim, who was the only son in the family, had two younger sisters.

It is learnt that the suspect had called the victim’s father a day after his disappearance and demanded a RM100,000 ransom.

However, the father pleaded with the suspect to reduce the sum because he could not raise the amount being a taxi driver.

After negotiations, the suspect agreed to reduce the ransom to RM15,000. The Star

Lawyer N.Surendran, who is representing the family of the deceased, said today the post-mortem report was not comprehensively ready as several tests are still being done.

PUTRAJAYA (Jan 23, 2009) : Attorney-General Tan Sri Abdul Gani Patail has classified the case of A. Kuhan who died in police custody on Tuesday as murder, Deputy Minister in the Prime Minister’s Deparment T. Murugiah said today.

He said Abdul Gani has instructed the police to conduct a thorough investigation into the death of the 22-year old suspected car thief and has given an assurance that the culprits will be prosecuted, possibly next week.

"He has also assured me that Kuhan’s family can get their lawyers when the case is being tried and the investigation process will be carried out smoothly. Most likely, those involved will be charged in court next week.

"There will be no cover-up by anyone," he told reporters at the Public Complaints Bureau (PCB) here today.

Murugiah thanked Abdul Gani for his quick action and being sensitive towards the situation faced by the deceased’s family members.

Kuhan was arrested on Jan 14 to assist police in several robbery and car theft cases. With his assistance, police recovered 15 stolen luxury vehicles. However, he had collapsed and died during interrogation. more in The Sun

KUALA TERENGGANU: PAS wrested the Kuala Terengganu Parliamentary seat from Barisan Nasional with a majority of 2,631.

PAS candidate Mohd Abdul Wahid Endut garnered a total 32,883 votes compared to Barisan Datuk Wan Ahmad Farid Wan Salleh, who got 30,252 votes.

There were 665 spoilt votes.

With this victory the Opposition now has 82 seats in Parliament. Barisan now has 137 and the remaining three seats are held by Independents.

This is a major blow for BN which used the mainstream media to it's max. It sure backfired as I for one was damn pissed with the one-sided bias on tv and print. Score one more for PKR!

Why are military ops in Gaza, Kosovo judged by wildly disparate criteria?

"There is always a cost to defeat an evil. It never comes free, unfortunately. But the cost of failure to defeat a great evil is far higher." Jamie Shea, NATO spokesman, BBC News, May 31, 1999

It was in these words that the official NATO representative chose to respond to criticism regarding the numerous civilian casualties incurred by the alliance's frequent air attacks during the war in Kosovo between March and June of 1999. He insisted NATO planes bombed only "legitimate designated military targets" and if civilians had died it was because NATO had been forced into military action. Adamant that "we try to do our utmost to ensure that if there are civilians around we do not attack," Shea emphasized that "NATO does not target civilians...let's be perfectly clear about that."

However, hundreds of civilians were killed by a NATO air campaign, code named "Operation Allied Force" - which hit residential neighborhoods, old-aged sanatoriums, hospitals, open markets, columns of fleeing refugees, civilian buses and trains on bridges, and even a foreign embassy.

Exact figures are difficult to come by, but the undisputed minimum is almost 500 civilians deaths (with some estimates putting the toll as high as 1500) - including women, children and the elderly, killed about in 90 documented attacks by an alliance that included the air forces of Belgium, Canada, Denmark, France, Holland, Italy, Turkey, Spain, the UK, and the US. Up to 150 civilians deaths were reportedly caused by the use of cluster-bombs dropped on, or adjacent to, known civilian areas.

By contrast, the military losses inflicted by NATO on the Serbian forces during almost 80 days of aerial bombardment, unchallenged by any opposing air power, were remarkably low - with most estimates putting the figure at less than 170 killed.

Meanwhile, NATO forces suffered? no combat fatalities! This was mainly due to the decision to conduct high altitude aerial attacks which greatly reduced the danger to NATO military personnel in the air, but dramatically increased it for the Serbian (and Kosovar) civilians on the ground. Moreover, the civilian populations of the countries participating on Operation Allied Force were never attacked or - even threatened - in any way by Serbian forces. The significance of all this for Israel, beset as it is by a maelstrom criticism and censure regarding its military campaign in Gaza, should be starkly apparent. It raises three trenchant issues which it would fail to address to its great detriment:

1. The irrelevance of proportionality in military engagements
2. The unlimited hypocrisy of international politics
3. The disastrous incompetence of Israeli international diplomacy

The issue of proportionality, or rather, the alleged lack thereof, has been the basis for the fierce condemnation of Israel's conduct in its military operations in Gaza because the number of Palestinians casualties far outweighs that of Israeli ones. However, the conduct of military operations in Kosovo by many of Israel's present detractors shows that this was never a consideration or constraint which they felt bound by.

Quite the contrary, the very modus operandi they adopted - i.e. high altitude bombing - demonstrates that they deliberately aspired to disproportionality. As noted, this ensured an almost zero casualty rate among their own combatants but inevitably resulted in less accurate targeting of alleged military objectives on the ground, exposing a virtually defenseless civilian population to far greater danger and far higher casualties. 'Put a sock in it'

All of this serves to underscore vividly the crass hypocrisy of Israel's critics. Indeed, in stark contrast to NATO's willful disregard for enemy civilians, the IDF has often placed Israeli soldiers in mortal peril to prevent Palestinian civilians from being harmed. Furthermore, Israel's use of military might has invariably been in response a tangible threat - or actual assault - on its citizens.

The blatant disregard for any semblance of proportionality by democratic belligerents and the shameless hypocrisy of their self-righteous and misplaced criticism of Israel highlight a crucial deficiency - often diagnosed and equally often neglected - in the overall structure of its international strategy: the incompetence - indeed impotence - of Israeli diplomacy. For the documented data on the conduct of the war in Kosovo by the world's leading democracies should provide ample material with which to resolutely rebuff much of the pompous tirade of condemnation being hurled at Israel today.

Sadly however, this has not happened. Although up to now Israel's media management during the Gaza operation has shown a marked improvement relative to the appalling performance during the 2006 Lebanon War, it still appears to be trapped in mindset of unbecoming apologetics and mired in a misplaced timidity which undermine its credibility and persuasiveness.

For Israel to prevail in the crucial battle for public opinion it must go on the offensive. It must convey confidence and conviction in the fundamental moral validity of the nation's actions. It must not shy away from resolutely repelling unjustified slander and from reprimanding malicious slanderers.

It should not shrink from convening all the NATO country ambassadors in a public forum, open to the international media, and sternly point out how unacceptable "stone throwing" is for residents of "glass houses," how inadvisable it is for "pots" to accuse "kettles" of being black, and to firmly demand - in appropriately discreet diplomatic terms - that they "put a sock in it."

It should not refrain from confronting unprincipled correspondents who concoct malevolent fabrications against Israel, and unambiguously convey to them that gross lack of professional integrity and balance will not be tolerated, and that excessive abuse of journalistic privilege will result in its withdrawal. It should be made clear to those in the international media who reside in Israel but insist on portraying it in an unfair and unfounded light that they will have to cover events in the region while residing in some Arab country - where they presumably will find society less objectionable and less defective.

It should not hold back the resources required to assertively - even coercively - replace political correctness with political truth in the international discourse on the Middle East in general and on the Israel-Palestinian conflict in particular. It must bring these truths to the attention of political opinion-makers and of politically aware publics across the globe - if need be by circumventing hostile and obstructive editorial bias by means of prominent, paid infomercials in major media channels.

Only measures such as these will allow Israel to gain the upper hand in the battle for public opinion, to prevent it being the victim of unjust, unjustified and unjustifiable double standards, and to ensure that military operations in Gaza and Kosovo are not judged by wildly disparate criteria.

This resulted in the state having to bear the extravagant purchase, said Nik Nazmi Nik Ahmad, the political secretary to Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim.

Ex-prime minister Dr Mahathir Mohamad said Malaysians "will not die if they do not use the US goods" and urged those working for US companies such as fast-food giant McDonald's to quit their jobs.

Is this guy lame or what? Emotional and irrational behavior is so common among the government. And to think he ruled this country for over 20 years makes me wonder what deep, dark secrets lie waiting to be uncovered.

But I suppose he is singing to the simpletons among the Malays who are lapping up everything anti-US and anti-Israel the government is throwing at them.

The problem is not Israel. The problem is Hamas. It is a terror organisation bent on destroying Israel. For every rocket they continue to fire into Israel it cost tens of thousands of US dollars each. They have fired thousands of rockets at Israel. Money better spent on the welfare of the Palestinian people.

Gaza prompts boycott in Malaysia

The removal of Coca-Cola from thousands of restaurants in Malaysia in protest at US support for Israel will hurt the local economy, the company has said.

The drinks company was responding to boycotts of US-made goods called by Muslim groups in Malaysia.

Malaysia has called at the United Nations for action to stop the Israeli offensive in Gaza.

Former leader Mahathir Mohamad has also called for a global boycott of the US dollar and US products.

"As everybody else, we are deeply touched by the human side of the situation in the Middle East," Kadri Taib, Coca-Cola Malaysia public affairs and communications director, said in a statement.

"Given the local nature of our business, we believe that calls for boycotts of our products are not the appropriate way to further any causes, as they primarily hurt the local economy, local businesses and local citizens," the company said.

It added that the beverage company employs some 1,700 Malaysians, 60% of whom are Malay Muslims. click for more

It is interesting to note that former prime minister Tun Dr Mahathir Mohamad was quoted in theSun (Jan 9, 2007), as saying: "What you have is a cabinet which is not very knowledgeable all the time because it is not made up of experts but politicians (and) some politicians like myself can sometimes be stupid. The cabinet merely gave approvals in principle and never really studied the implications in some parts of the agreements."

The Foreign Ministry had reopened its Fund for Palestine to receive and coordinate the collection of assistance from the people of Malaysia, he said in a statement here today.

Malaysia, he said, would continue to extend humanitarian assistance to the people of Gaza within its means.

Where a Leg Up Has Been a Letdown

KUALA LUMPUR, Malaysia -- At the heart of Malaysia's deepest political crisis in a decade lies affirmative action.

Opposition leader Anwar Ibrahim wants to dismantle the multi-ethnic country's controversial race-based policies to help it compete among Asia's stronger economies. At issue is the clout Malaysian law confers on the country's ethnic-Malay majority at the expense of its Indian and Chinese minorities.

The charismatic opposition politician, who once benefited from the policies he now seeks to end, faces stiff resistance from the National Front coalition government, which has run Malaysia since independence in 1957 and uses a vast web of preferential programs for the country's ethnic-Malay majority to help retain power.

Mr. Anwar's efforts come at a time when he is engulfed by personal scandal. Wednesday, Malaysian police arrested Mr. Anwar over allegations that he sodomized a 23-year-old aide. That's a claim, Mr. Anwar says, designed to destroy his political career, divide this restless nation and halt his campaign against affirmative action.

Lawyers for Mr. Anwar said that police released him from custody on bail. He was not charged, but remains a suspect.

State-backed affirmative action stokes debate across the world. In India, a sweeping program caters to people on the lowest rungs of the country's caste system. In the U.S., Sen. Barack Obama's run for the presidency is reinvigorating a debate over whether race-based preferences for entry to universities or state jobs are still needed to help African-Americans and other minorities.

In Malaysia, Malays have benefited from preferential treatment for almost 40 years to help them catch up with the ethnic Chinese, who make up 25% of the population but own a disproportionately larger share of business and trade. Many, including Mr. Anwar, argue affirmative action could be doing more harm than good by injuring trade with partners who object to the policy, and it could be hindering the development of a merit-based economy in which all Malaysians could compete for government contracts, jobs or university places.

"We have to prepare our economy for more competition and attract more investors, and these issues create a fear in the minds of some of our leaders," Mr. Anwar, a Malay, said in an interview prior to his arrest.

Malaysia's ethnic Chinese and Indian citizens, most of whose families immigrated in the 19th and early 20th centuries when the country was administered by the British, are frustrated, especially over education. Many are unable to send their children to local universities, which reserve most of their slots for Malays, and must send them overseas or to private colleges at their own expense.

Avinash Nair, a 17-year-old from a middle-class ethnic-Indian family, said he was recently refused a government scholarship to study medicine overseas, despite better examination results than many of the ethnic-Malay candidates who got scholarships. "I met all the qualifications, yet I was rejected," he says. "I feel dejected."

Mr. Anwar's push to end affirmative action has provoked a political firestorm. Police are bracing for mass protests following his arrest, which could further destabilize this resource-rich, mostly Muslim nation. Malaysia is the U.S.'s 15th-largest trading partner and an important production hub for multinational companies, including Intel Corp., Motorola Inc. and Nokia Corp.

Few countries have such pervasive affirmative-action programs as Malaysia, where policies enacted in the 1970s after deadly race riots grant Malays preferential treatment in everything from education and employment to borrowing and housing. The original goal of the program, initially known as the New Economic Policy, or NEP, was to help Malays, who make up about 60% of the population of 27 million, compete with the country's economically stronger ethnic-Chinese minority and create future generations of Malay bankers, entrepreneurs and professionals.

At the NEP's inception, Malays controlled 2.4% of the country's economy, according to government calculations. The latest official statistics put the Malay stake at 18.9%.

Malay politicians often attribute the country's rapid economic development since the 1980s to the political stability fostered by the NEP, which lifted millions of Malays into the middle class.

But while the original NEP formally expired 17 years ago, the system of racial quotas has been extended again and again; in some cases, they have been widened. According to the Malaysian government, this system must go on because the NEP's original goal of ensuring Malay ownership of at least 30% of the economy isn't yet achieved.

Critics of affirmative action say it has crimped Malaysia's competitiveness because it has been used to help politically connected businesses while doing little for grass-roots entrepreneurs. Government procurement policies that ensure contracts go to ethnic-Malay-owned companies have been sharply criticized by the European Union and have stalled negotiations for a free-trade pact with the U.S., Malaysia's biggest trading partner.

Barbara Weisel, the U.S.'s chief negotiator, has repeatedly described the procurement dispute as "a sensitive issue" for the Malaysian side, but the U.S. insists on Malaysia dropping preferential treatment for Malays before a deal can be done.

Mr. Anwar, who rose to become the country's deputy prime minister in 1990s, helped expand the reach of Malaysia's affirmative-action policies before being purged by his political rivals. Trying to topple the system that helped bring him to power, he says he wants to create a "meritocratic" Malaysia better equipped to win foreign investors as multinational companies look beyond China and its rising land and labor costs for production bases across Southeast Asia.

Mr. Anwar says affirmative action has cost Malaysia its competitive edge. "I see no possibility of becoming an attractive destination for investors barring a drastic change in policy," he says. "...If we're going to have affirmative action, let it be for disadvantaged people of all races, not just Malays."

Some prominent Malays concede that Malaysia needs to rethink its policies. Nazir Razak, chief executive of financial-services company CIMB Group, said at a business forum this year that the NEP had been "bastardized" to benefit a few politically-connected Malays through government contracts.

The opposition alliance, which Mr. Anwar leads, tapped into this vein of disillusionment in national elections in March, breaking the National Front's two-thirds majority in parliament for the first time since 1969. The alliance now needs 30 more seats to win control of the 222-member parliament.

Some conservative Malays condemn Mr. Anwar as a traitor to his race. Others have taken to the streets to demand the preservation of preferential government procurement policies in states Mr. Anwar's allies control, such as Penang, which is home to much of Malaysia's technology industry.

Yusri Mohamad, president of the influential Malaysian Islamic Youth Movement and a law lecturer at a local university, says Mr. Anwar's bid to remove affirmative action should be resisted because it could provoke a widespread backlash among ethnic-Malays. While affirmative action could be improved to make sure all Malays can benefit, not just the well-connected, the Malays aren't ready to compete on an equal footing, he said. "Malaysia isn't ready for meritocracy."
